I have the same issue, tried everything here (deleting, reinstalling) I have no offline maps as I've never even used the app and still have 8.04GB used.

At this point, I'm so fed up with the lack of support from Apple, how things don't work like they say they should, that my next phone will be a Samsung.

Update, to make matters worse, it has continued to grow without the app even being installed! It was 8.04 when I last commented, now it's 11.93. It keeps hogging every bit of space I free up and can barely use the phone. This is extremely frustrating, and I haven't been able to find anything. I guess my next attempt will be to back up, wipe the phone, and restore it because this very much looks like a bug.

Solution:
- Back up your phone (iCloud or Mac/PC)
- Restore your phone to factory settings
- Restore your phone from a backup/iCloud when prompted
Even though you make the backup with the trash data, it's cleared out during the restoration. For reference, even though my Maps file was just over 12GB and I only had ~2GB free at the time I started the process, I ended up with 35.64GB of free space. It seems there's even more garbage data clogging our phones. I hope this helps!
Edit: Adding that this was verified as the solution by the Apple Support team. I had to escalate to a specialist and discussed what I had done so far.

My phone does not have OFFLINE MAPS option, and no option for "Optimize Storage"
How did you get that?

Well, if they cared, they would read these comments posted onto their own website. Thank you for proving my point.

I have the same issue. My Apple Maps Documents & Data is at 6.7gb and has grown steadily even without Apple Maps on my phone. After sharing metadata logs, phone snapshots, etc. with the Apple Support and the Apple Engineering team, the Engineering team says the only thing that can be done is to restore the device to factory settings and setting up as new and not restoring a backup. There's no fix.

- Open the Settings app
- Find and tap on Maps
- Turn ON the switch for Optimize Storage (see the screen shot below)

I’ve done that and the data is still there. 5GB for an app I don’t use is insane.
